Sixteen men were found in a refrigerated unit in the back of a lorry after the driver reported hearing someone in his vehicle as he drove along the M25.
Police responded to the call, just before 11am on Monday, and searched the lorry at Cobham Services, where they found 16 Ethiopian men inside.
They were all detained on suspicion of entering the country illegally and taken to various custody centres across Surrey, where police said they would be dealt with by the UK Border Agency.
Paramedics were called to the scene as a precaution but none of the men needed any treatment.
